A bold vision for Belarus' social safety net has been unveiled, and it's a game-changer. Minister Natalya Pavlyuchenko has shared her plans for the Social Security Fund's budget in 2026, and it's an ambitious yet balanced approach. But here's where it gets controversial: the fund's revenue is primarily driven by insurance contributions, which make up a whopping 93% of its budget.
The minister highlighted the growing importance of individual entrepreneurs and those opting for professional income tax transfers to the fund. This trend is driven by workers in special labor conditions, who are increasingly choosing wage supplements over pension savings. In just the first nine months of 2025, there were already 169,000 such workers, a significant jump from the previous years.
However, the fund's budget also includes a classic component: a subvention from the national budget, amounting to almost Br2 billion. This money is crucial for covering non-insurance expenditures, while insurance contributions are used to boost insurance-related spending. The fund has been operating with a surplus since 2023, a testament to its self-sufficiency.
The fund's budget expenditures are equally impressive, with a planned increase of Br5.7 billion, a 17.3% jump. The majority of this goes towards pensions, with an allocation of about Br31 billion, a significant growth of 18.5%. This will benefit the 2 million labor pensioners in the country, with an average pension amount set to increase by 14.5% next year.
But here's the part most people miss: the fund also caters to foreign pensioners living in Belarus, with 35,000 recipients under international agreements. Interestingly, there's a notable increase in foreign pensioners from Lithuania and Latvia, over 200 from each country.
Benefits are another crucial aspect, constituting 18% of the fund's budget expenditures. This includes childbirth and child-rearing payments, with a comfortable average benefit amount of Br1,045 for the first child.
